Modernizing social services.

Partners for our Children had a vision to modernize the delivery 
of social services across Washington, while generating data to help improve outcomes for vulnerable children and young adults.


In early 2014, Partners for our Children, a nonprofit affiliated with the University of Washington, came to Substantial with the broad idea of creating a suite of web-based tools that social workers and service providers could use to replace time-consuming, paper-based processes — but first the client needed to secure funding. Substantial acted as a key partner in shaping the product strategy by collaborating with internal stakeholders, POC’s policy experts and user groups in the social services industry.

The Substantial team developed a set of digital prototypes to help illustrate the program’s goals to funders in the most compelling way possible. Once initial program funding was secured, Substantial paired user-centered design exercises with quick, iterative development sessions to deliver the first program components in less than six months.
